Agencies use a comprehensive Public Involvement Plan (PIP) to guide their public outreach efforts for transportation projects. The PIP identifies stakeholders and the methods that will be used to engage and secure their input. A good strategy is to focus outreach efforts around key milestones and/or decision points in the project process. This type of strategy helps ensure stakeholder input is received and used to inform decisions up to and including the final decision on the proposed action.
